On March 18, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made a special inspection on promoting the building of a digital government and the implementation of one-stop government services. She emphasized the need to thoroughly implement the important instructions delivered by General Secretary Xi Jining, fulfill the deployment requirements of the Party Central Committee and the State Council, promote one-stop government services to improve work, move faster to build a digital government, advance the initiatives on leveraging technology, sharing data, and reengineering processes, promote the integration and collaboration of online and offline services, enhance the level of public services, public management, and public safety, and continuously enhance the satisfaction and sense of fulfillment for businesses and the people.

Shi Xiaolin visited the Wuhou District Government Service Center in Chengdu City to inspect the implementation of one-stop government services for enterprises and the people. She also went to the Provincial Government Affairs Services and Public Resource Exchange Service Center to learn about the operation of the major project service zone and the handling of high-frequency service items at the provincial level.

Subsequently, Shi Xiaolin convened a special meeting to hear work reports from the Provincial Government Affairs Services and Public Resource Exchange Service Center, the Provincial Administration for Market Regulation, the Department of Human Resources and Social Security, and Chengdu City. Noting that building a digital government and implementing one-stop government services are supportive and pivotal tasks, Shi Xiaolin highlighted the need to leverage technology and a problem-oriented approach, focus on addressing the issues of difficulty, slowness and complexity in accessing government services, as strongly reflected by businesses and the people, introduce more innovative measures and methods, build a high-efficiency government service system that is ubiquitous, accessible, smart, convenient, fair and inclusive, and provide a better experience for market entities and the people in accessing government services, in a bid to continuously optimize the business environment. We need to comprehensively strengthen the digital foundation, accelerate the construction of the "three databases" for natural persons, legal persons, and spatial geographic information, leverage the integrated government service platform, and break down departmental barriers to enhance data quality, thereby establishing a fully functional foundation database. Work should be done to actively promote the development of application scenarios, target pain points, difficulties, and bottlenecks by focusing on the needs of market entities and the people, adhere to the principle of prioritizing urgent needs, accelerate the development and promotion of applications such as credit enhancement systems, direct and quick access to pro-enterprise policies, and unified reporting platforms, launch safety management service scenarios for areas like food safety, hazardous chemicals, and transportation, and enrich and expand practical and useful characteristic application fields and items. It is essential to establish a prevention and control mechanism for system and data security, clarify data security responsibilities, promote the application of technologies such as blockchain, and effectively safeguard the information and data security of enterprises and individuals.
