On the morning of July 31, the Third Session of the 14th Sichuan Provincial People's Congress was wrapped up in Chengdu.

A total of 872 deputies were supposed to attend the Third Session of the 14th Sichuan Provincial People's Congress, and 828 actually attended its second plenary session, which also served as the closing meeting, thereby conforming to the quorum requirement.

Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee, Chairman of the Standing Committee of Sichuan Provincial People's Congress, Standing Chairman of the Session's Presidium and Executive Chairman, presided over the meeting. Standing Chairpersons of the Session's Presidium and Executive Chairpersons Yu Lijun, Wang Yanfei, Luo Qiang, Zhu Chunxiu, Peng Lin, Song Chaohua, Wang Fei, Liu Ping, He Yanzheng, Zhu Jiade, He Li and Jia Ruiyun took their seats in the first row in front of the rostrum.

Tian Xiangli, Chairperson of the CPPCC Sichuan Provincial Committee, attended the session and took a seat on the rostrum.

According to the election measures and relevant regulations of this session, an election was held by secret ballot under the supervision of scrutineers. Shi Xiaolin was elected Governor of the People's Government of Sichuan Province.

What followed was the ceremony of taking an oath of allegiance to the Constitution. Shi Xiaolin swore the oath in the presence of the deputies attending the meeting.

Following the completion of the agenda, Wang Xiaohui delivered a speech. He noted that the election for the chief leadership position in the provincial government at this session upheld both the principle of the Party supervising officials and the lawful exercise by the People's Congress of the right to vote and the power of appointing and removing officials, the process of which was organized and conducted in strict accordance with statutory authority and procedures. The election of comrade Shi Xiaolin as Governor of the People's Government of Sichuan Province signifies the trust placed in her by all deputies and represents a weighty mandate given by the people of the entire province. It is hoped that comrade Shi Xiaolin will bear in mind the instructions of General Secretary Xi Jinping, fulfill her duties diligently, work hard, and, on the basis of the solid foundation laid by successive provincial governments, unite and lead the provincial government in taking a clear-cut political stand, focusing on development, benefiting the people with dedicated and sincere efforts, and ensuring safety by sticking to the bottom lines, so as to promote sustained new accomplishments and new prospects in the economic and social development of the entire province.

Wang Xiaohui pointed out that this year marks the 75th anniversary of the founding of the People's Republic of China and a crucial year for realizing the goals and tasks of the 14th Five-Year Plan (2021-2025) so that the tasks of reform, development, and stability are both arduous and significant. This year, amidst a grave and intricate macro environment and escalating pressure of economic downturn, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core, the provincial Party committee has adhered firmly to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented General Secretary Xi Jinping's series important instructions on Sichuan's work and the Party Central Committee's decisions and plans, unite and lead the people of all ethnic groups across the province in overcoming difficulties and forging ahead with resolve and tenacity, make every effort to stimulate the economy and progress construction, develop new quality productive forces in line with local conditions, and unwaveringly promote high-quality development, thus making new strides in various causes of governance in Sichuan. Throughout this process, the Sichuan Provincial People's Congress and its Standing Committee have closely aligned with the province's central tasks and overall situation, actively advanced democracy and the rule of law, consistently improved legislative quality, and effectively reinforced both legal and operational oversight. All deputies to the people's congresses have diligently fulfilled their roles and responsibilities and worked as one to the best of their abilities on all fronts of modernization, making a significant contribution to the advancement of governance in Sichuan.

Wang Xiaohui emphasized that the third plenary session of the 20th CPC Central Committee crafted an epoch-making blueprint for further deepening reform comprehensively centering on the theme of advancing Chinese modernization, introduced a range of strategic measures critical to long-term, fundamental, and overarching interests, marked a comprehensive mobilization and strategic plans for propelling deepening reform comprehensively forward in both scope and depth on the new journey of the new era, and fully demonstrated the Party's firm determination to carry reform through to the end, holding immense and far-reaching significance. Studying and implementing the guiding principles from the third plenary session represent a major political task for the entire Party and nation both at present and for some time to come. The provincial Party committee has made plans for studying, disseminating, and implementing the session's guiding principles within the province. All levels across the province need to profoundly grasp the decisive significance of the "two affirmations", firmly deliver on the "two upholds", effectively engage in the study, dissemination, and implementation with heightened political awareness, ensure that our thoughts and actions align with the spirit of the third plenary session, and channel our wisdom and efforts towards achieving the goals and tasks set by the session. It is essential to solidly carry out the education and study initiatives, fully grasp the main theme, major principles, major measures, and fundamental guarantees for further deepening reform comprehensively, and ensure that these are thoroughly absorbed and practically applied. It is crucial to meticulously strategize and advance the province's efforts in further deepening reform comprehensively, highlight economic structural reform, coordinate reforms across other domains, and thoughtfully devise a set of practical reform initiatives that are in line with the central guiding principles and tailored to Sichuan's specific circumstances, aiming to provide a strong impetus and institutional support for Sichuan's modernization drive. It is essential to align the study and implementation of the guiding principles from the third plenary session of the 20th CPC Central Committee with the effective delivery of current work, continuously consolidate and build momentum for economic recovery and growth, address the solid issues in terms of people's well-being with dedicated and sincere efforts, firmly prevent and defuse risks across all areas, and steadfastly accomplish the economic and social development objectives and tasks for the year. It is imperative to effectively initiate the Party discipline education and persevere to see it through, promote the regular and sustained study of the regulations on CPC disciplinary action, beef up the efforts in rectifying pointless formalities to reduce burdens at primary-level, encourage Party members and officials to take decisive and effective action to ensure implementation, and guarantee that the decisions and plans of the Party Central Committee are faithfully implemented in Sichuan while yielding tangible results.

Wang Xiaohui noted that the Resolution adopted at the third plenary session of the 20th CPC Central Committee made plans for "advancing whole-process people's democracy" and "promoting the socialist rule of law with Chinese characteristics", as well as specifically outlined reform measures on deepening reforms in legislation, refining the Law on the Oversight by the Standing Committees of People's Congresses at All Levels and the mechanisms for its implementation, and seeing that deputies to people's congresses reach out to the public on a greater variety of issues and in more diverse ways, among others, setting new and higher requirements for delivering the work of local people's congresses. The people's congresses at all levels across the province and their standing committees need to thoroughly study and implement Xi Jinping Thought on the Rule of Law, adopt concrete measures to effectively implement the guiding principles from the third plenary session, and strive for better delivery on the work carried out by the people's congresses in Sichuan. Currently, the focus is on effectively advancing legislative matters, including the regulations for promoting the construction of the scientific and technological innovation center and regulations for high-standard cropland, coordinating efforts in advancing collaborative legislation projects, such as the Sichuan-Gansu Ruoergai National Park and the regulations for Yibin Sanjiang New Area, conducting oversight centered around the development of the Chengdu-Chongqing economic circle and the implementation of the development strategies set by provincial Party committee, further executing the activity of "Serve the People in Practical Matters - Deputies in Action", continuously strengthening the self-construction of the people's congresses in accordance with the "Four Organs" requirement, and constantly promoting high-quality development within the people's congresses.

The Third Session of the 14th Sichuan Provincial People's Congress came to an end with the singing of the national anthem.

The closing meeting was also attended by relevant leaders of the CPC Sichuan Provincial Committee, the People's Government of Sichuan Province, the CPPCC Sichuan Provincial Committee, the Sichuan Provincial Military Command, the Higher People's Court of Sichuan Province, and the People's Procuratorate of Sichuan Province, as well as representatives of the parties concerned.
