Shi Xiaolin Chairs the Fourth Plenary Session of the People's Government of Sichuan Province

On July 31, the Fourth Plenary Session of the People's Government of Sichuan Province was held. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended and addressed the session. She emphasized the need to thoroughly study and implement the guiding principles from the third plenary session of the 20th CPC Central Committee and the meeting of the Political Bureau of the CPC Central Committee on July 30, diligently execute the major plans laid out by the CPC Central Committee and the State Council, as well as the work schedule from the Seventh Meeting of the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee, maintain a goal-oriented approach, be determined to excel in the third quarter and secure victory for the fourth quarter, and ensure the accomplishment of our annual objectives and tasks. She emphasized the need to pursue and achieve steady progress while ensuring stability, striving for both quantitative and qualitative economic growth under the premise of sticking to the bottom lines and preventing risks. She also underscored the importance of pursuing high-quality development, stimulating momentum for reform and vitality for innovation, and continuously accumulating energy to drive long-term development.

It was noted at the session that since the beginning of this year, under the strong leadership of the provincial Party committee, all localities and departments have collaboratively forged ahead in solid efforts, advancing the province's economic and social development to achieve commendable outcomes. Amidst the current escalating pressure of the economic downturn, we need to work together to overcome difficulties, redouble our efforts to strive for excellence, and roll out extraordinary measures and targeted initiatives to promote steady economic growth and gradual recovery. We need to further grasp our strategic position and mission in the overall national context, seize opportunities, strengthen our sense of responsibility, and take effective action in the process of advancing major strategic initiatives, such as the development of the western region in the new era, the construction of a national strategic hinterland, the development of the Chengdu-Chongqing economic circle, and the plans for further deepening reform comprehensively, and accelerate the construction of the vital growth pole and new engine for driving high-quality development in the western region.

The session emphasized the need to exert full efforts to expedite progress and implement diverse strategies for development, with an unwavering commitment to achieving the annual targets and tasks. The three sectors of the economy must enhance their growth speed and efficiency. Vigorous efforts are required to promote industrial transformation and upgrading. The industries with a large share and rapid growth should maintain their growth momentum, while advantageous industries with significant declines should stabilize their production capacity and work to counteract the trend. The service sector should continue to be the primary growth driver, accelerating the development of emerging service industries such as modern logistics, software services, cross-border e-commerce, and big data. The agricultural sector needs to ensure stable production and increased income. Effective measures should be focused on the work concerning slaughtered fattened hogs and restocking, stabilizing the output of grains, oilseeds, and other crops, vigorously developing green, healthy, and high-quality agricultural products, and promoting agricultural modernization through the "five good" integration of good seed, good method, good mechanism, good field, and good machinery. The "three engines" of economic growth must be further strengthened. It is thus essential to ensure high-quality implementation of projects, prioritize high-quality projects, vigorously tap into the potential for consumption growth, and sustain a relatively rapid growth trend in imports and exports.

The session emphasized the need to anchor on the goal of high-quality development and drive forward to continuously attain new outcomes in economic and social development. Efforts should be made to develop new quality productive forces in line with local conditions, strengthen the driving role of scientific and technological innovation, accelerate the construction of a modern industrial system, and vigorously promote the key industries to form clusters and strengthen their chains. Efforts should be made to actively promote higher-standard opening up, accelerate the construction of opening-up hubs and channels, and create more high-energy opening-up platforms. Efforts should be made to steadily promote coordinated regional and urban-rural development, actively advance the joint construction projects and cooperation initiatives between Sichuan and Chongqing, expedite the improvement of regional collaborative development mechanisms, and solidly push forward all-around rural revitalization and integrated urban-rural development. It is essential to persistently elevate the quality and efficacy of ecological and environmental protection measures, further strive to win the critical battle of pollution prevention and control, and accelerate the green and low-carbon transformation in development approaches. It is essential to optimize the business environment, assisting business entities in expanding their markets, fostering innovation, reducing costs, and stabilizing job positions. We need to dedicate ourselves wholeheartedly to ensuring and improving people's wellbeing, bolster our drive to advance the realization of the 30 key initiatives pertaining to public welfare, refine the mechanisms for promoting high-quality and full employment, strengthen efforts to meet people's basic living needs, and enhance the quality of public services. We need to firmly hold the bottom line of safety by preventing and defusing risks, take concrete measures for flood control and disaster relief work, meticulously and diligently ensure workplace safety, and bolster the advancement of the Peaceful Sichuan Initiative. It is necessary to plan and advance a series of key reform initiatives in areas such as scientific and technological innovation, the development of new quality productive forces, openness, and safe development, and use reform as the driving force in promoting steady growth, making structural adjustments, and guarding against risks.

It was required at the session that we must ensure high-quality and efficient implementation, establish a correct understanding of what it means to perform well, enhance governance capacity for modernization, enforce strict discipline and rules, deliver a high level of performance and responsibility with excellent work conduct, and strive to build a law-based, innovative, clean, and service-oriented government able to satisfy the needs of the people.

Vice Governors individually made plans for the respective fields they are in charge of. Heads of departments and commissions of the People's Government of Sichuan Province attended the session. Leading officials from the special commission of the People's Government of Sichuan Province, departments directly under the provincial government, relevant central units stationed in Sichuan, and municipal (prefectural) governments, among others, were present at the session in a non-voting capacity.
