On the afternoon of July 30, the Third Session of the 14th Sichuan Provincial People's Congress kicked off in Chengdu.

A total of 872 deputies were supposed to attend the session, and 814 actually attended, which conformed to the quorum requirement.

Wang Xiaohui, Standing Chairman of the Session's Presidium and Executive Chairman of the Opening Meeting, presided over the opening meeting. Standing Chairpersons of the Session's Presidium and Executive Chairpersons of the Opening Meeting Yu Lijun, Wang Yanfei, Luo Qiang, Zhu Chunxiu, Peng Lin, Song Chaohua, Wang Fei, Liu Ping, He Yanzheng, Zhu Jiade, He Li and Jia Ruiyun took their seats in the first row in front of the rostrum.

Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Acting Governor of the People's Government of Sichuan Province, and Tian Xiangli, Chairperson of the CPPCC Sichuan Provincial Committee, attended the session and took their seats on the rostrum.

At 3:00 p.m., Wang Xiaohui announced the opening of the Third Session of the 14th Sichuan Provincial People's Congress. All attendees stood up and sang the national anthem.

According to the agenda of the session, the election methods for the Third Session of the 14th Sichuan Provincial People's Congress, as well as a name list of ballot scrutineers and the chief ballot scrutineer, were approved by voting at the opening meeting.

Members of the Session's Presidium, leaders from the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province who did not join the presidium, leaders of the 13th CPPCC Sichuan Provincial Committee, President of the Higher People's Court of Sichuan Province, retired senior officials at the provincial level, leaders and secretary-general of the Standing Committee of the 13th Sichuan Provincial People's Congress, and leaders of the 12th CPPCC Sichuan Provincial Committee attended the opening meeting and took their seats on the rostrum.

Leading officials from the departments and commissions of the People's Government of Sichuan Province who are not deputies to the 14th Sichuan Provincial People's Congress were present at the meeting in a non-voting capacity.
