The 2024 Employment Service Campaign for Graduates and Young People Launched

On July 30, the launching ceremony for Sichuan Province's 2024 employment service campaign for college graduates and young people conflating the human resource service demand and supply matchmaking event in southern Sichuan and western Chongqing was hosted in Luzhou City. During the employment service campaign, the human resources and social security departments across Sichuan Province will adopt a "one person, one strategy" approach to assist college graduates facing employment difficulties, with priority given to providing guidance services, job recommendations, and training internships to this group.

The ongoing campaign in Sichuan Province is centered around providing uninterrupted employment services, including policy implementation, recruitment connections, difficulty assistance, skill enhancement, and rights protection, offering the "1131" service package to a wide range, which includes at least one policy introduction, one career guidance session, three job referrals, and one chance for skill training or employment internship, and strive to enable all unemployed graduates and registered unemployed young people who have a willingness to work to secure employment or participate in employment preparation activities by year-end.

Specifically, Sichuan's human resources and social security departments will adopt ten measures to enhance the employment prospects of college graduates and other young people in 2024. The ten measures are: ensuring effective implementation of policies, promptly releasing employment guidance for job seekers, completing the real-name information recording early, fully implementing real-name employment services, conducting special assistance actions for those in difficulty, facilitating efficient one-stop employment services for graduates, promoting the "Guiding the Future" series of recruitment activities, enhancing graduates' job-seeking and employment abilities, strengthening the protection of graduates' employment rights, and bolstering employment promotion and guidance for graduates.

Among the measures, the special assistance actions for those in difficulty will involve target identification and promptly include graduates from families that have emerged out of poverty, graduates with disabilities, long-term unemployed youth, and recipients of job-seeking subsidies into the assistance records. All localities should promptly establish contact with struggling graduates through various means, such as engaging with universities and conducting community visits, ensuring a 100 percent contact rate with these graduates. Simultaneously, a paired assistance mechanism will be established, wherein each struggling college graduate will receive "3+1" partnership support from one head of the county (county-level city, district) public employment and talent service agency, one township (subdistrict) leader, and one vocational guidance counselor. Following the "one person, one strategy" approach, efforts will be made to advance the implementation of tiered, category-based employment assistance, with priority given to providing guidance services, job recommendations, and training internships. Sichuan Province is set to create more high-quality and stable employment positions based on the level of difficulty, employability, and service needs of graduates. For those who continue to face challenges in securing employment through market channels, public welfare positions will be arranged in accordance with established procedures.
