On August 22, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made an inspection tour in Suining City. During the inspection, she emphasized that Suining should thoroughly study and apply the guiding principles from the third plenary session of the 20th CPC Central Committee, actively engage in the development of the Chengdu-Chongqing Economic Circle, firmly pursue high-quality development, effectively utilize the critical move of reform, fully unlock the potential for innovation and creativity, harness local strengths and resources, cultivate new quality productive forces in line with its unique conditions, balance development with security, consolidate and enhance the momentum for economic recovery and growth, and strive to achieve the economic and social development goals and tasks set for the year.

Shi Xiaolin visited Tianqi Lithium Corporation to understand the company's technological innovation, operational advancements, and its role in driving industry development; visited the Suining Natural Gas Purification Co., Ltd. of China National Petroleum Corporation (CNPC) to discuss the supply, development and utilization of natural gas; and toured Sichuan Qiying Edible Fungus Industry Co., Ltd. to explore advancements in cultivation techniques and export initiatives. Shi Xiaolin also inspected the construction site of the Fujiang River Super Major Bridge on the Chengdu-Dazhou-Wanzhou High-Speed Railway to observe the progress of the project. Shi Xiaolin visited the Xiniu Community in Yucailu Subdistrict, Chuanshan District, to inspect the development of community-based social enterprises, micro-service programs for community welfare, urban block transformations, and the creation of consumer scenarios, among other initiatives.

Shi Xiaolin emphasized the need to implement the collaborative advancement mechanism for key industrial chains effectively, leverage the roles of "chain leader, deputy chain leader, leading department, main hosting location, and collaborative development location" in a synergistic manner, be dedicated to forging clusters while reinforcing chains, consolidating clusters while establishing chains, and fostering integration while extending chains, enhance the strength and excellence of our advantageous industries, and accelerate the growth of new quality productive forces. We need to seize the emerging trends in global and domestic economic development, maintain focus, and enhance our core competitiveness. It is crucial to leverage the leading role of chain-master enterprises, participate in high-caliber domestic and international exhibitions, build collaborative platforms grounded in the industrial ecosystem, draw in high-quality, high-impact projects, and promote a holistic development model that encompasses upstream and downstream integration and strategic alliances across niche sectors. It is crucial to offer proactive and target services that meet the specific needs of enterprises, align them with a specialized and effective policy support system, encourage the coupling interaction of technology, capital, talent and policies, establish a corporate credit enhancement system, and support enterprises in reducing costs, increasing efficiency, enhancing capabilities, and undergoing upgrades. Efforts should focus on creating a strategic base to ensure the supply of important primary products for national needs, speeding up the construction of projects, such as the Sichuan-Chongqing natural gas (shale gas) 100-billion cubic meters-scale production base, proactively promoting the comprehensive exploitation and use of clean energy, fostering a shift in energy production towards a green and low-carbon model, planning and developing a new energy system, and enhancing the capability to secure energy and resource supplies. Efforts should be made to reinforce the empowerment role of science and technology in agriculture, establish a smart agriculture platform, actively develop green, healthy and high-quality agricultural products, promote sustained and stable income growth for farmers, and ensure that modern agriculture is both intelligent and of superior quality.

Shi Xiaolin emphasized the need to ensure the effective implementation of Sichuan-Chongqing cooperative projects, channel efforts to advance the major joint construction projects between Sichuan and Chongqing, and accelerate construction progress without compromising on quality and safety. Suining should actively align with the dual-core functions of Chengdu and Chongqing, leverage its geographical and hub advantages as a city in the central Chengdu-Chongqing area, and promote collaborative efforts in infrastructure, industrial development, scientific and technological innovation, and other fields. Efforts are required to capitalize on the policy window period offered by major initiatives, including the construction of the national strategic hinterland, the implementation of major national strategies and building up security capacity in key areas, as well as large-scale equipment renewals and trade-ins of consumer goods, work closely with the formulation of the 15th Five-Year Plan (2026-2030), focus on key areas such as industry, technology, people's wellbeings, and emergency response, package and reserve, secure support from higher levels, and strive for rolling implementation of a batch of high-quality, sustainable output projects, so as to provide strong support for stabilizing growth.

Shi Xiaolin emphasized that we should highlight service toward the primary level, alleviate their burdens, and empower them, promote the effective integration of urban renewal and community governance, revitalize resources and improve services through innovative methods, such as engaging social forces, encourage collaboration, participation and shared benefits, create more new scenarios and business formats, activate the community's self-sustaining capabilities, and enhance the level of intelligent governance, with the aim of responding to the people's new expectations for a better life.
