On August 21, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, chaired the 33rd executive meeting of the provincial government to convey and implement the spirit of the fifth plenary meeting of the State Council, study initiatives for the conservation of the Chishui River basin, and discuss other issues.

The meeting underscored the necessity to take concrete steps in advancing the effective implementation of key reform plans from the third plenary session of the 20th CPC Central Committee and major policy measures recently set by the Party Central Committee and the State Council, act on the arrangements and requirements of the provincial Party committee, maintain an unwavering commitment to fostering high-quality development, and resolutely pursue the economic and social development objectives for the year. It was stressed at the meeting to uphold integration and collaborative endeavors, meticulously organize and strategize a set of cross-departmental and cross-sectoral reform initiatives that play a spearheading role, and focus efforts on enhancing the effectiveness of these reforms. It is necessary to capitalize on the policy window period presented by major initiatives, including the construction of the national strategic hinterland, the implementation of major national strategies and building up security capacity in key areas, large-scale equipment renewals, and trade-ins of consumer goods, move faster to refine and implement work measures, and effectively translate policy opportunities into concrete development results. We must redouble our efforts to ensure the effective implementation of arrangements for project planning, expanding investment, stabilizing industries, boosting consumption, enhancing opening-up, improving people's well-being, delivering security, and other key initiatives, accelerate progress in the third quarter and secure a decisive victory in the fourth quarter, consolidate and strengthen the momentum for economic recovery and growth, and strive for both quantitative and qualitative advancements in the economy. We need to earnestly ensure and improve the well-being of the people, take solid steps to advance the implementation of 30 key initiatives for public welfare, effectively stabilize employment for key groups such as college graduates, migrant workers, and ex-service personnel, strengthen the basic security net for people's livelihoods and, guided by a scientific understanding of population trends, optimize the distribution and system of public service resources in education, healthcare, sanitation, and elderly and child care, in a bid to deliver a satisfactory response to the people's expectations regarding their well-being. We must proactively prevent and defuse risks across various fields, fully engage in efforts such as flood control, drought relief, ensuring power supply during peak summer periods, and enhancing workplace safety, take decisive measures to ward off the occurrence of any serious and major accidents, and resolutely avoid significant casualties, striving to create and maintain a favorable environment for development. Provincial-level departments need to strengthen their service to enterprises, primary-level units, and the public, enhance guidance, services and empowerment toward cities and prefectures, and provide targeted analysis and resolutions. Working together in this manner will ensure the high-quality implementation of various tasks.

The meeting deliberated and approved the Detailed Rules for the Implementation of Regulations of Sichuan Province on the Protection of the Chishui River Basin. It emphasized the importance of adhering to the concept that lucid waters and lush mountains are invaluable assets, consistently strengthening source-control and management measures, promoting comprehensive ecological and environmental protection and restoration across the province, and ensuring that the river basin remains pristine and verdant. Efforts should be made to accelerate the optimization of the industrial structure, put the revolutionary cultural heritage and sustainable green resources to great use, excel in strengthening the brewing industry and other specialized niche sectors, and foster a holistic integration across agriculture, trade, culture, tourism, sports, education and healthcare. It is essential to promote joint prevention, control and governance in a coordinated manner, actively engage in inter-provincial ecological conservation compensation mechanisms, and expedite the establishment of a collaborative management model.
