Sichuan Conducts Re-inspections and Rectifications of Hidden Dangers Associated with Mudslides |
|
It is currently the crucial period for flood prevention. On August 14, the reporter was informed by the Office of the Sichuan Provincial Geohazard Prevention and Control Command that Sichuan Province is conducting a re-inspection and rectification campaign on the effective implementation of preventive measures against hidden dangers associated with mudslides. As of 17:00 on August 13, the province had conducted re-inspections for mudslide risks in 127 counties (including county-level cities and districts), identified 11 new potential hazard sites, discovered 62 deficiencies in the implementation of measures, and identified 85 hidden dangerous spots with high-risk or extremely high-risk of bridge and culvert blockages.
The current round of re-inspection and rectification work covers key cities (prefectures) and counties (county-level cities, districts) where mudslide risks are most pronounced, including 3,999 registered potential mudslide hazard sites, 5,183 mudslide gullies that have undergone treatment and been delisted, as well as high (extremely high) risk gulch areas where human habitation and activities are present. In addition, the thorough inspections focus on areas such as earthquake disaster zones, regions affected by forest fires, and places that have experienced continuous heavy rainfall recently. Key locations for these inspections also include market towns, residential areas, construction campsites, and critical infrastructure. High-risk points such as water-blocking structures, alluvial fans at the mouths of gullies, confluences of tributary gullies, and blockages in bridges and culverts are also being prioritized for examination. The inspection efforts will primarily re-verify the accountability chain within the community-based monitoring and prevention system, assess the delineation of hazardous zones, review emergency evacuation routes, and evaluate emergency shelters, among other essential considerations.
A relevant person in charge from the Office of the Sichuan Provincial Geohazard Prevention and Control Command introduced that the re-inspection and rectification work will continue until August 17, which will adhere to the principle of "inspection, handover, and rectification in parallel" and implement category-based measures for the identified hidden risks and dangers. Among these measures, for newly identified hidden risks or reclassified danger zones, the database will be promptly and dynamically updated in line with hidden danger management protocols. Furthermore, disaster prevention responsibilities and measures will be systematically implemented targeting such zones. For issues uncovered where disaster prevention measures are not being effectively executed, a comprehensive ledger of rectification actions will be compiled, clearly specifying the responsibilities, measures, and timelines for each item requiring rectification. |
