On August 20, in accordance with the arrangements of the CPC Sichuan Provincial Committee, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, inspected and directed the study, dissemination and implementation of the guiding principles from the third plenary session of the 20th CPC Central Committee in Chengdu Municipality, as well as conducted research on sci-tech innovation and industrial development. Highlighting that studying and implementing the guiding principles from the session represents a major political task both at present and for some time to come, Shi Xiaolin emphasized the need to solidly advance the effective implementation of the CPC Central Committee's major reform plans, leverage further deepening reform comprehensively as a driving force, fully stimulate the vitality of innovation, creation and entrepreneurship, promote the integrated development of sci-tech innovation and industrial innovation, and continuously cultivate new drivers for high-quality development.

Shi Xiaolin visited the Tianfu Digital Intelligence Industrial Park to inspect the functional layout and construction progress of the Sichuan Province manufacturing industry smart and digital transformation platform, proceeded to Chengdu Science and Technology Innovation Eco-Island to understand the application of scientific and technological achievements, integration of elements, and industrial incubation, and additionally conducted research at technology companies on the development and application of their self-developed large models.

Subsequently, Shi Xiaolin convened a meeting at the Tianfu New Area New Economy Industrial Park. She listened to reports on Chengdu's efforts to study, disseminate and implement the guiding principles of the third plenary session and focused on discussing the scientific and technological structural reform, the digital and intelligent transformation of the manufacturing industry, and other work. Shi Xiaolin pointed out that it is essential to continuously deepen and substantiate efforts in studying, disseminating and implementing the guiding principles from the third plenary session, meticulously organize study and training programs, extensively conduct lectures and communication activities, ensure the effective implementation of the guidelines, and carefully devise and introduce a set of practical reform measure that is in line with the central guiding principles and tailored to Sichuan's specific circumstances. It is necessary to manage the current key tasks in a coordinated manner, go all out to boost the economy and promote construction, cultivate new quality productive forces in line with local conditions, stabilize industries, expand domestic demand, encourage consumption, enhance opening up, and benefit people's well being, consolidate and build momentum for economic recovery and growth, unwaveringly accomplish the economic and social development objectives and tasks for the year, and strive for greater effectiveness in promoting high-quality development. Chengdu should continue to play its leading and core role, spearhead advancements in various aspects such as sci-tech innovation, cultivating new drivers, deepening reforms, improving people's livelihood, and optimizing governance, and contribute its strength in Sichuan's modernization efforts steered by the Chinese path to modernization.

After listening to speeches from Chengdu Municipality, the Provincial Department of Economy and Information, the Provincial Department of Science and Technology, and some enterprise representatives, Shi Xiaolin underscored the significance of simultaneously advancing both sci-tech innovation and the application of sci-tech achievements and highlighted the need to establish a system that supports all-around innovation. Efforts should be made to leverage the driving and originating advantages of science and technology, fully support and serve the national strategic science and technology capabilities, promote the optimization and enhancement of provincial-level innovation platforms, advance major scientific and technological breakthroughs in a well-planned manner, and move faster to establish an innovation hub in the western region. Efforts are required to accelerate the conversion of scientific and technological achievements into practical applications, establish platforms that facilitate the matching of supply and demand, as well as the integration of key elements, and promote service models such as "Online Sci-Tech Access + Offline Sci-Tech Islands" and "Cloud-based Sci-Tech Cities", organize activities like the "University-Enterprise Cooperation and Resource Exploration" campaign, develop pilot-scale testing R&D systems, promote the digital and intelligent transformation of the manufacturing industry, and build a modern industrial system. Efforts should be made to optimize the service system for sci-tech innovation, enhance the synergy between education, science and technology, and industry, expedite the recruitment and cultivation of various types of innovative talents, make concrete efforts to deliver science and technology finance, address the concerns of innovation institutions, enterprises and talents, remove obstacles and bottlenecks that hinder innovation, and improve the ecosystem for innovation and creation. It is necessary to continuously deepen scientific and technological structural reform, strengthen integration, improve a coordinated innovation model encompassing "government, industry, university, research, and application", build an open and collaborative regional innovation system, refine the organizational mechanism for scientific research management, and intensify efforts to stimulate the vitality of various entities.
