From August 8 to 9, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, inspected Guangyuan City and Nanchong City to learn about the current status of economic operations. During the inspection, she stressed the need to thoroughly study and implement the guiding principles from the third plenary session of the 20th CPC Central Committee and the important instructions delivered by General Secretary Xi Jinping, fully implement the plans and requirements of the CPC Sichuan Provincial Committee, strengthen confidence, take on responsibilities and work diligently in practical ways to overcome difficulties, create, transform and give full play to our advantages in line with the local conditions, cultivate and enhance new driving forces for the simultaneous quantitative and qualitative economic growth, resolutely complete the annual goals and tasks, and strive to find a differentiated, distinctive and high-quality development path.

Shi Xiaolin visited the Cuiyun Corridor in Jiange County and inspected the conservation of the ancient cypress groves along the Ancient Shu Roads. She urged officials to remember General Secretary's earnest instructions, prioritize the preservation of authenticity, sustain the millennium-old tradition of ecological conservation, enhance innovative use, and revitalize and illuminate the valuable natural and cultural heritage. At Zhijiang Primary School in Jialing District, Nanchong City, Shi Xiaolin emphasized the importance of acting on General Secretary Xi Jinping's guidance in his reply letter to the school, fostering virtue through education with gratitude and progress. She highlighted the need to remember Zhejiang Province's contribution in assisting the school construction under the collaboration and paired assistance program between the eastern and western regions, care for children's healthy development, advance high-quality, balanced development in compulsory education, and nurture qualified successors for carrying forward the modernization cause.

During her inspection at the SCEI Guangyuan Gas Turbine Power Project site, Western China (Guangyuan) Aluminum Ingot Trading Center, and CBVAC Technology Co., Ltd. in Nanchong City, Shi Xiaolin learned in detail about the progress of major project construction, the collaborative advancement of key industrial chains, and the breakthroughs in core technological bottlenecks. She emphasized the need to consistently focus on high-quality projects and ensure their high-quality delivery, capitalize on the opportunity window, further deepen and substantiate project packaging and preparation during the implementation of national strategies, such as the construction of the national strategic hinterland and the Chengdu-Chongqing Economic Circle, as well as the effective rollout of major policies like the implementation of major national strategies and build up security capacity in key areas, the large-scale equipment renewals, and the trade-ins of consumer goods, and strive to initiate more projects that yield sustainable outcomes, including those in infrastructure, new types of infrastructure, the technology industry, public welfare, and emergency response. It is essential to conduct in-depth research and the creative transformation of local resource advantages, adhere to technological innovation as a leading force in promoting industries to form clusters and strengthen their chains, scientifically map out industrial blueprints, focus on chain master enterprises and industry bellwethers, develop specialized and effective policy toolkits for each chain, promote the integration of innovation chain, industrial chain, capital chain, and talent chain, build an industrial ecosystem that features upstream and downstream coordination, supportive linkage across niche fields, and complementary development between carrying and cooperative zones, attract talents dedicated deeply to local development, support enterprises that are well-established in their fields, and develop industries that are sustainable in their operations.

Shi Xiaolin inspected the Langzhong Ancient City to learn about the summer tourism consumption and the development of the nighttime economy, among other issues. She also toured the Red Army Ferry in Cangxi County and the former residence of Zhang Lan in Xichong County. She emphasized the need to consistently enhance the interplay between tourism and culture, promote the integrated development of agriculture, commerce, culture, tourism, sports, education and health, and advance in-depth implementation of initiatives like "Tourism plus" and "Consumption plus", improve and upgrade the cultural and tourism consumption environment, vigorously develop diverse forms of tourism, such as red tourism, eco-tourism, study tours, industrial tourism, and cross-border tourism, and make efforts to gather popularity, increase traffic, and boost consumption, thereby satisfying the people's needs for a better life.

Shi Xiaolin also inspected Cangxi County and Xichong County, focusing on the development of the kiwifruit industry, the construction of high-standard cropland, and food safety, among other work. In addition, she visited Langzhong City to gain a better understanding of the production and operation of Sichuan ZFBEEF Company. She emphasized efforts to advance all-round rural revitalization, harness science and technology empowerment, boost the development of green, healthy, and high-quality agricultural products, actively develop deep and refined processing, enhance product quality, branding and marketing strategies, improve the mechanisms that foster cooperative links within the agricultural chain to drive and help farmers increase their income, consolidate the achievements made in poverty alleviation, and maintain high-quality standard in sticking to the bottom line of preventing large-scale relapse into poverty. It is essential to strengthen the protection and quality improvement of arable land, focus on spring-planted crop production, and ensure a bountiful harvest of grain throughout the year.

During her inspection, Shi Xiaolin also assessed the flood control measures along the Jialing River and the efforts to prevent urban waterlogging. She stressed the importance of being prepared for extreme-case scenarios, addressing major floods, emergencies and disasters, strengthening efforts in the identification of potential hazards, monitoring and early warning initiatives, emergency evacuation procedures, and community-based prevention and control measures, extending responsibility to the "last meter", managing workplace safety through meticulous and practical actions, and effectively elevating the level of intrinsic safety.

The inspection was attended by Zeng Qing, Secretary-General of the People's Government of Sichuan Province, along with leading officials from Guangyuan City and Nanchong City, among others.
