On August 7, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, conducted a special inspection on the work concerning boosting consumption. During the inspection, she emphasized the need to thoroughly study and implement General Secretary Xi Jinping's important discourses on boosting consumption, focus our initiatives on meeting the people's needs for a better life, adopt innovative approaches and targeted policies, intensify efforts to enhance quality, boost consumption, and expand domestic demand, and leverage the synergy of quantitative and qualitative economic growth to underpin development.
Shi Xiaolin visited Jinjiang District in Chengdu to inspect commercial complexes, gaining firsthand insights into consumer scenarios, the creation of unique spaces, business development, as well as corporate operation models and business conditions. She also inspected the Sichuan Provincial Department of Commerce, investigating the operation of platforms such as the public information monitoring system for urban and rural markets, appliance trade-in programs, and foreign trade operation monitoring, and emphasized the need for improvements and strengthening of monitoring and early warning systems to enhance the commerce-related work more targeted and effective.
Subsequently, Shi Xiaolin chaired a meeting to discuss and study the enhancement of consumption, key reforms in the business sector, and other related issues. Shi Xiaolin highlighted that there is significant potential for consumption growth in the province; therefore, it is crucial to prioritize boosting consumption, enhance the public's consumption capacity and willingness, and employ various measures to unlock the potential of consumption and elevate its energy level. We must deepen our research on the operation of consumption. By considering various aspects such as industries, enterprises, markets, costs and employment, we should identify new trends, analyze new patterns, use data to reveal issues, look beyond appearances to understand the essence, and accurately pinpoint the focus of our efforts based on a thorough understanding of the crux of the matter. We must comprehensively improve the policy system for boosting consumption. It is crucial to strengthen policy sorting and research, consistently make good use of existing effective policies, and develop new policies as needed. Efforts should be made to consolidate and expand the advantages of traditional consumption, leverage the implementation of policies such as large-scale equipment renewals and the trade-ins of consumer goods programs as a catalyst, move faster to boost bulk consumption in goods like automobiles and home appliances, and promote a virtuous cycle between consumption and industry. We should work to integrate diverse consumption scenarios through coordinated actions, strengthen cross-departmental and cross-domain collaboration, launch "Consumption Plus" initiatives, foster the integrated development of agriculture, commerce, culture, tourism, sports, education, and healthcare, and strive to create experience destinations that fulfill the aspirations for a better life. We should foster and expand new forms of consumption, proactively plan for the development of debut and first-store economies, platform economies, performing arts, cultural and creative industries, and other new business formats, and create more consumption scenarios so as to generate additional new growth points. It is necessary to establish a modern governance mindset, fully and faithfully apply the new development philosophy on all fronts, and enhance the quality effectiveness of consumption enhancement work with reform-oriented ideas and methods, focus on serving the primary levels, the people and businesses to identify levers for our efforts, be adept at mobilizing and stimulating the enthusiasm of business entities, innovate the positive interaction between consumers, operators, consumption platforms, and new media, and enhance safe, unique, diverse and delightful consumer experiences. We should make effective use of the 144-hour visa-free transit policy, improve service facilitation measures, and capitalize on the opportunities arising from hosting events like the International Horticultural Exhibition 2024 Chengdu and The World Games 2025 Chengdu to drive the revitalization and expansion of cross-border tourism. We should enhance the development quality of foreign trade, leverage the role of leading foreign-funded and foreign trade enterprises, elevate the development level of pilot free trade zones, promote progress in areas such as cross-border e-commerce, market procurement, and service trade, make full use of platforms such as the China International Import Expo, the China International Fair for Trade in Services, and international exhibition activities, organize major opening-up events effectively, and strive for a stable scale and optimized structure in foreign trade to sustain rapid growth in the sector.
