On August 6, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, inspected the Sichuan Provincial Department of Transport. During the inspection, she emphasized the need to deeply study and implement the guiding principles from the third plenary session of the 20th CPC Central Committee and General Secretary Xi Jinping's important discourses on boosting China's strength in transportation, diligently execute the plans laid out by the CPC Central Committee and the State Council, as well as the requirements from the provincial Party committee and the provincial government, intensify efforts to advance major transportation projects, move faster to build a modern, comprehensive transportation network, and position the sector as a pioneer in Sichuan's modernization drive.
Shi Xiaolin learned about the emergency equipment utilized in the transportation sector, boarded a mobile satellite emergency command vehicle, and initiated a video link with the site where road-clearing operations were underway in response to the "8.03" flash flood and mudslide disaster in Guzan of Kangding. She required capitalizing on the favorable weather conditions to expedite the repair work and facilitate the prompt restoration of traffic on National Highway 318, as well as maintaining a high level of alertness to avert secondary disasters and ensure the safety of all personnel involved in the construction efforts.
Following this, Shi Xiaolin chaired a meeting to delve into matters concerning transportation planning, reforms within the transportation sector, the progression of transportation projects, and the reinforcement of traffic safety management. Shi Xiaolin emphasized that the advancement of transportation should come first in driving the development of the economy and society. We need to beef up efforts in refining the comprehensive transportation system. It is essential to prioritize serving and supporting the execution of national strategies, adopt a coordinated approach to considering the demands of population carrying capacity, integrate layout with the framework of economic and social development, and plan and construct transportation projects in a scientifically sound manner. Efforts should be intensified to bridge the gaps in the logistics system, enhance the synergy among rail, road, water, and air transportation modes, proactively advance the development of multi-modal transportation, and persistently work towards reducing logistics expenses. We need to concentrate initiatives on driving the planning, execution, and management of projects. Efforts are required to expedite the construction of highways currently underway, establish specialized teams for projects that are falling behind schedule, and provide guidance and assistance to local authorities and project owners to help them overcome bottlenecks and constraints. It is crucial to seize the policy window, such as the issuance of ultra-long special treasury bonds, align with the completion of the 14th Five-Year Plan (2021-2025) and the foundational work for the 15th Five-Year Plan (2026-2030), strengthen the planning, packaging and preparatory stages of projects, and accelerate the initiation, construction and the transition to operational status for these projects. High emphasis should be placed on the cultivation and development of new quality productive forces in the transportation sector, accelerating the upgrade of industrial capabilities and promoting the transition towards green, low-carbon practices. We need to intensify our focus on enhancing the capacity for safety management in construction and operations. It is imperative to meticulously handle safety issues in road and water transportation, as well as at construction sites, leverage the empowerment of science and technology, embrace digitalization to improve our ability to monitor road network safety and respond effectively to unexpected disasters, and rigorously stick to the bottom lines and red lines of arable land protection, ecological conservation, and local government debt throughout the implementation of transportation projects. We need to focus on establishing and refining the mechanism for social collaboration. It is essential to innovate in the systems and mechanisms that promote coordinated and interconnected actions, thereby encouraging all relevant sides and entities to actively participate in the development of transportation. We should work to forge a contingent of competent officials with excellent conduct. Efforts are required to consolidate what we have achieved in theoretical study initiatives and Party discipline education, while enhancing Party conduct and build integrity. It is essential to work diligently and in concrete actions, demonstrate responsibility and initiative, serve the primary levels, the people, and enterprises, and strengthen coordination and unity of effort so as to strive for practical results in the areas of construction, development, and safety.
