To standardize the organization of vocational skills competitions within the province, improve the selection mechanism for highly skilled talent, and promote the high-quality development of the provincial skilled workforce, the Department of Human Resources and Social Security and the Department of Finance have recently issued the Sichuan Provincial Management Measures for Vocational Skills Competitions, which designate the Sichuan Craftsmanship Cup Vocational Skills Competition as the top-tier event of its kind in the province, as the reporter learned from the Sichuan Provincial Department of Human Resources and Social Security on August 4.
In the finals of the Sichuan Craftsmanship Cup Vocational Skills Competition, the top three individual competitors, the top two pairs in doubles events, and the first-prize winning team in team events (with three or more competitors) are eligible for promotion to technician in their respective professions. Those already holding technician status may advance to senior technician.
A leading official from the Professional Capacity Building Division of the Department of Human Resources and Social Security introduced that the management measures apply to public vocational skills competitions across the province that are hosted or co-hosted by entities such as Party and government organs, people's organizations, enterprises, public institutions, and social organizations. Through advocating for extensive and in-depth initiatives for vocational skills competitions throughout the province, the management measures seek to enhance a distinctive Sichuan-based vocational skills competition system, which is led by the WorldSkills Competition and the Vocational Skills Competition of the People's Republic of China, with the Sichuan Craftsmanship Cup Vocational Skills Competition as the flagship event, provincial industry competitions, municipal (prefecture-level) events, and specialized competitions as the mainstay, and enterprise and college-level matches forming the base.
Additionally, the management measures stipulate that competitions meeting assessment criteria will offer results corresponding to four levels of incentives: spiritual recognition, material rewards, professional qualification (skill level) certifications, and the opportunity to participate in publicly advertised recruitment exams for public institution positions. Specifically, the measures support public institutions in recruiting the following individuals for positions that primarily involve skill operation or guidance, in accordance with regulations for open assessment and recruitment: national team members training for the WorldSkills Competition; recipients of excellence awards or higher at the Vocational Skills Competition of the People's Republic of China; winners of national Class I industry vocational skills competitions (top ten in individual finals, top seven teams in doubles, and top five teams in three-person events); winners of provincial Class I vocational skills competitions (top three in individual finals, top two teams in doubles, and first team in three-person events); and additionally, any specific provisions outlined by the national government or Sichuan Province will be adhered to accordingly.
