In accordance with the unified arrangements of the CPC Central Committee, on the afternoon of August 1, the Central Publicity Team for Studying and Implementing the Guiding Principles from the Third Plenary Session of the 20th CPC Central Committee held a report meeting in Chengdu. Yin Hejun, a member of the Central Publicity Team, as well as Secretary of the Party Leading Group and Minister of the Ministry of Science and Technology, presented the publicity report. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Chairman of the Standing Committee of Sichuan Provincial People's Congress, presided over the report meeting. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, and Tian Xiangli, Chairperson of the CPPCC Sichuan Provincial Committee, attended the meeting.

During the report meeting, Yin Hejun focused on studying and implementing the important speech delivered by General Secretary Xi Jinping at the third plenary session of the 20th CPC Central Committee and the Resolution adopted at the session, provided an overview of the session's fundamentals, the reception and assessment towards the session, and its preparatory process, offered a comprehensive review of the major achievements in the national and Party's undertakings since the second plenary session of the 20th CPC Central Committee, elaborated on the session's main theme and its important significance, systematically explained the guiding philosophy, overall objectives, and major principles for further deepening reform comprehensively, provided an in-depth interpretation of the major reform measures proposed in the session's Resolution, and also outlined the requirements for implementing its guiding principles. The attendees unanimously agreed that the report was comprehensive and well-organized, highlighted key elements, drew on a range of sources, and offered both depth and accessibility. They regarded it as essential for accurately understanding the profound implications and core spirit of the third plenary session and considered it vital for guiding the implementation of the session's plans in Sichuan and for bolstering the drive to provide robust momentum and institutional backing for writing an excellent chapter of Sichuan in advancing Chinese modernization. In particular, the report offered an in-depth examination of the Resolution's sections on deepening scientific and technological structural reform. This analysis is useful for us to seize opportunities by capitalizing on Sichuan's specific conditions, drive the scientific and technological structural reform process further, effectively promote sci-tech innovation and the application of sci-tech achievements, consistently enhance Sichuan's capacity to attract and pool innovation resources, strengthen its radiation-driven role across the region, and speed up the establishment of a nationally prominent science and technology innovation center.

Wang Xiaohui, while chairing the report meeting, pointed out that studying and implementing the guiding principles from the session represents a major political task both at present and for some time to come. Party organizations across the province should seize the opportunity presented by the Central Publicity Team's visit to Sichuan, further deliver on the understanding, promotion, and implementation of the guiding principles from the third plenary session, and ensure that their thoughts and actions are fully aligned with the Party Central Committee's major policies, decisions, and plans. A focused effort should be directed towards fully and accurately studying the original documents. Party committees (Party leading groups) at all levels should meticulously organize study sessions and discussions. Leading officials, particularly heads of leadership teams, should set the pace by studying in advance and deeply, lead by example, and drive the Party members and officials to accurately comprehend the success and achievements we have made in comprehensively deepening reform since the beginning of the new era, profoundly grasp the decisive significance of the "two affirmations", and firmly deliver on the "two upholds". Efforts should be highlighted in thoroughly understanding the Party Central Committee's strategic perspectives, general requirements, and significant tasks for further deepening reform comprehensively, genuinely grasping the great significance, primary objectives, and critical focal points of the reforms, and firmly integrating these reforms into all dimensions and throughout the entire process of Sichuan's modernization journey. Concrete measures should be introduced to implement comprehensive and structured training programs, conducting full-scale rotation training for leading officials at and above the county and prefecture levels, systematic training for Party members and officials in batches, and well-organized study sessions for the Party members in all fields, aiming to achieve full coverage and effectively internalizing the guiding principles from the third plenary session in our thoughts and actions. Effectiveness should be pursued in tiered and category-based publicity events, continuously carrying out the publicity lectures on the guiding principles from the third plenary session, continuing efforts in comprehensive promotion, multi-perspective reporting, and thorough interpretation of the spirit of the session, and fostering a pervasive and dynamic environment across the province where the spirit of the session is actively studied, disseminated, and implemented. Tangible results should be achieved through solid efforts in implementation, carefully strategizing a set of reform measures that align with Central requirements and local conditions, working with relentless persistence to advance the implementation of reforms, and firmly promoting the decisions and plans established by the Party Central Committee to not only take root but also thrive and produce concrete outcomes in Sichuan. We need to integrate the study and implementation of guiding principles from the third plenary session with current work priorities, concentrate initiatives on development to continuously consolidate and build momentum for economic recovery and growth, benefit the people by devoting dedicated and robust efforts to resolve the urgent problems that concern them most, ensure safety by sticking to the bottom lines with solid efforts in flood control, drought relief, disaster mitigation, and workplace safety, and steadfastly accomplish the economic and social development objectives and tasks for the year.

The report meeting was held in the form of a teleconference, extending its reach to the county level. Attendees at the main venue included leaders at provincial level and representatives of retired senior officials at or above vice provincial level currently in Chengdu, delegates to the 20th CPC National Congress and members and alternate members of the CPC Sichuan Provincial Committee currently in Chengdu, heads of provincial departments (units), persons in charge from the Party leading groups (Party committees) of some central units in Sichuan, provincial research institutes, universities, and state-owned enterprises, heads of Sichuan Provincial Committees of non-Communist parties, representatives of personages without party affiliation, and representatives of the parties concerned, among others.

On the morning of August 2, Yin Hejun visited the Avic Chengdu Aircraft Industrial (Group) and the Southwestern Institute of Physics of CNNC, engaging in interactive publicity with representatives from the company's management and staff, as well as from the scientific and technological professional community.
