On August 1, the Core Group for Theoretical Study of the Party Leading Group of the People's Government of Sichuan Province held a special group study meeting, focusing on studying the guiding principles from the third plenary session of the 20th CPC Central Committee and discussing measures for implementation. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province, and Secretary of the Party Leading Group, chaired and addressed the meeting. Members of the Core Group earnestly carried out self-study around the study theme and participated in discussions and sharing perspectives in relation to their work.

It was noted at the meeting that when studying and implementing the guiding principles from the third plenary session of the 20th CPC Central Committee, as well as planning and advancing reforms, we need to align closely with the implementation of General Secretary Xi Jinping's series of important instructions regarding Sichuan's work, comprehensively grasp and fulfill the instructions and requirements of the Party Central Committee and General Secretary for Sichuan's strategic positioning and its development, focus our efforts on serving the landing of national strategies and promoting the provincial Party committee's development strategy, and adopt reform measures and methods to solve problems and open new ground. The provincial government leadership team must unwaveringly uphold the "two affirmations", resolutely deliver on "two upholds", take decisive, rapid, and effective steps to further deepen reform comprehensively, shoulder responsibility and excel in daily work through the actual achievements and effectiveness of reform initiatives, so as to drive the continuous new progress in Sichuan's modernization efforts steered by a Chinese path to modernization.

The meeting emphasized that when planning and advancing reforms, we must closely align with the steadfast promotion of high-quality development, effectively deliver on the major reform topics identified by the provincial Party committee and the key reform issues outlined by the provincial government, organize dedicated working groups to steadily push forward these reforms, and ensure targeted breakthrough points, effective implementation, and rapid results. We need to closely integrate our efforts with initiatives for promoting social fairness and justice, as well as enhancing people's livelihood and wellbeing, firmly establish a people-centered value orientation, consistently seek input and feedback from the people, respect the pioneering spirit of our people, focus on key areas such as increasing people's income, employment opportunities, social security coverage, and improving public services including education, healthcare, and culture, and other aspects like services for the elderly and children, plan and introduce tangible, accessible reform measures for improving people's wellbeing. It is imperative to closely align our efforts with the effective implementation of current key tasks, strengthen economic operation scheduling, beef up endeavors while implementing targeted policies, and take solid measures in critical tasks such as stabilizing investment, strengthening industries, promoting consumption, and expanding openness, consolidate the foundation of stability, build up the momentum for progress, and uphold the baseline of guarantees, steadfastly striving to achieve the annual goals and tasks.

On the same day, Shi Xiaolin also presided over the 32nd executive meeting of the provincial government. During the meeting, attendees deliberated and approved the Implementation Opinions on Deepening the Implementation of Fiscal and Financial Interaction Policies to Promote the Development of the Real Economy and consented to the request instruction concerning the expansion of the Suining Chuanshan High-tech Industrial Park. Some other matters were also discussed at the meeting.
