Shi Xiaolin Inspects and Advances Emergency Rescue and Restoration Work for "7.20" Flash Flood and Debris Flow Disaster in Hanyuan of Ya'an

On July 25, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Acting Governor of the People's Government of Sichuan Province, proceeded to Hanyuan County, Ya'an City, to inspect and advance the emergency rescue and disaster relief work for the "7.20" flash flood and debris flow disaster. She emphasized the need to effectively translate the care from General Secretary Xi Jinping, the Party Central Committee, and the State Council, as well as the work arrangements of the provincial Party committee and support from various sectors, into tangible and perceptible results for the people, handle disaster response, restoration and reconstruction work in a manner that is in accordance with laws and regulations, driven by dedication and empathy, pursued actively and steadily, and achieved through coordinated and collaborative efforts, restore work and life order in disaster-hit regions as soon as possible, and assist the affected population in rebuilding their homes at an early date.

Shi Xiaolin arrived at the disaster-hit area in Villagers' Group Six, Xinhua Village, Malie Township, Hanyuan County, conducted an inspection along the river, reviewing house damage, dredging and silt removal progress, and other relevant situations, and inquired carefully about the progress of the search and rescue operation for the missing persons. She expressed thanks to the frontline rescue teams for their arduous work, acknowledged the officials for their diligent efforts, and appreciated the people for their understanding and support. Furthermore, she made requirements for continuing the emergency rescue efforts and strictly preventing secondary disasters. Subsequently, Shi Xiaolin visited the temporary relocation site at Malie Township Central Primary School, inspecting the arrangements for diet preparation, hygiene and epidemic prevention, volunteer services, and other related work. She walked into the relocation classrooms to visit the disaster-affected people, inquiring about their physical condition, daily necessities, and relocation plans. She stated that everyone should bolster their confidence, unite, and strive to surmount challenges under the assistance of the Party committee and government, and instructed local officials to swiftly attend to the practical difficulties encountered by the people.

In the afternoon of the same day, Shi Xiaolin presided over a working meeting at the "7.20" flash flood and debris flow disaster emergency rescue headquarters in Malie Township, listened to reports on emergency rescue operations, disaster relief efforts, and the resettlement of the diaster-affected people, and discussed the next phase of work. Shi Xiaolin emphasized the need to continue efforts in the urgent search for missing persons, exert all-out medical efforts in treating injured individuals, and meticulously attend to comforting and appropriately settling the aftermath arrangements for the families of victims and missing persons. For the disaster-affected people in temporary centralized resettlement sites, it is necessary to ensure access to food, clothing, clean drinking water, medical services, and psychological care. Transitional resettlement efforts for the affected population should be categorized and implemented through various means, such as staying with relatives or friends, renting accommodations, or centralized resettlement. Post-disaster restoration and reconstruction should be promptly initiated, with priority given to the construction of rural houses so that the affected people can move into safe housing as soon as possible. Effective assistance and relief measures for disadvantaged groups must be implemented to prevent people from falling into or back into poverty because of the disaster. It is necessary to coordinate efforts to consolidate and improve damaged infrastructure such as roads, electricity, communications, and water supply, and urgently advance river dredging and treatment. It is imperative to promptly conduct an in-depth analysis of specific cases, reflect and review past events, comprehensively assess, identify, and rectify various risk factors and hidden dangers such as flood and geological disasters, adhere to the "key move" of emergency evacuation, and appropriately expand the scope of evacuations in advance based on actual conditions. The provincial authorities should strengthen overall coordination and top-level design, holistically enhancing the province's disaster prevention, mitigation, and relief capabilities through initiatives like an open competition mechanism to select the most qualified leading personnel. All localities must earnestly ensure safety in various sectors such as fire protection, hot work operations, and tourism, weave a tight safety net, and extend responsibility to the "last meter". We should engage with the people in a sense of responsibility and empathy, protect the safety of the people, preserve their interests, respect their wishes, effectively use their wisdom, and earn their support.
